Permits are issued from 8:00 a.m.-
4:30 p.m. Monday through Friday. When
obtaining a permit, it is recommended to arrive
at the office no later than 4:00 p.m.,
as it may take time to obtain necessary
approvals prior to issuing the permit.
Inspectors are in the office from 8:00 a.m.-
9:00 a.m. and 4:00 p.m.-5:00 p.m. every
weekday. Field inspections are conducted all
other times during the day.

When are permits
required?
Permits are required for the
following:
·
Adding
or installing new circuits and circuit breakers
·
Changing / upgrading electrical service
·
Installing, replacing or extending electrical
wiring (new wiring requires a permit)
·
New
electrical service
·
Relocating or replacing a meter base
·
Relocating or replacing a panel box, including
changing from fuse to breaker panel
·
Subfed
panels
·
Temporary poles
·
Trailer services
Who can obtain a
permit?
Residential:
If a contractor is performing the work on a
property, it is highly recommended that the
contractor obtain the permit. Whoever
obtains the permit is responsible for all work
performed under that permit, and is responsible
to schedule all required inspections.
If property owners are performing the work by
themselves, or with assistance, then they are
responsible to obtain the permit and schedule
all required inspections.
** Property owners may obtain the building
permit to construct a new house for their own
occupancy. However, a property
owner may build only one (1) house in a 24-month
period. A State Contractor's License is required
to build more than one house in a 24-month
period.
Commercial:
A registered contractor is required
to perform all work on a commercial
property, and is required to obtain the permit
and schedule all required inspections. In
some cases, a property owner or tenant
may be allowed to obtain the
permit if approved by this office.
How to obtain a
permit
Complete an electrical permit
application with the following information:

If an
electrical contractor: Class A, B or C State
Contractor's Registration number, contract
value, company name and registered Master
Tradesman's signature.
·
The
name of the customer/homeowner/tenant, and the
physical address of the property.
·
Where
the work is being performed, and if there is
another associated permit at the same address,
include that permit number as well.
·
If
a homeowner: names, address, approximate
cost of materials, signature, and if there is
another associated permit at the same address,
include that permit number as well.
·
For a
new service installation, indicate the
amperage size and phase (i.e. 200 amp single
phase).
·
For a
change of service / service upgrade,
indicate the amperage size and phase (i.e. 200
amp single phase), and if any additional wiring,
the number and size of circuits being installed,
tied into or extended (i.e. (2) 0-30 amp
circuits).
·
For a
temporary pole or trailer service,
the amperage size (i.e. 100 amps)
·
For a
subfed panel or other additional
wiring, the number and size of circuits
being installed, tied into or extended (i.e.
three (3) 0-30 amp circuits).
·
For a
meter or panel replacement and /
or relocation, or a pool bonding,
indicate as such on the application.
·
For a
Christmas tree lot service, the amperage
size (i.e.100 amps).
A permit is valid for 6 months from the date it
was issued. Any permit, which requires multiple
inspections (i.e. new construction, building
addition, etc.), is automatically renewed for 6
months after each inspection. If more time is
needed to complete work on a permit, an
extension may be requested by writing to Permits
& Inspections.
Building plans and a site plan or survey of the
property must be submitted to obtain permits
for: residential new construction, additions,
garages, sheds, decks, fences, pools and
driveways; commercial new construction,
additions, fences, decks and alterations. These
building plans and site plans / surveys are kept
on file during construction. Building plans are
copyrighted, and, therefore, are public
information for viewing purposes only.
Plans are the property of the City of Newport
News, the architect / engineer of record, and
the contractor.
After the final inspection of the construction,
the files are sent to storage. Three years after
the date of final inspection, these records are
destroyed in accordance with the Commonwealth of
Virginia Library of Records policies. This
office will only have building plans and site
plans / surveys on file if they were submitted
for a permit, and they were submitted within the
last 3 years.

Exceptions when a
permit is NOT required:
·
Installation of wiring and equipment which
operates at less than 50 volts (commercial
installation: provided it is not located in a
non-combustible plenum or penetrating a fire
wall)
·
Construction of detached sheds less than 150
square feet of building area and 102 inches in
wall height; all sheds are required to be
anchored down and meet zoning setback
requirements
·
Swing
sets
·
Tents
and air-supported structures that cover an area
of 900 square feet or less
·
Trim
and soffit work
·
Ordinary repairs
Like-for like replacement of:
·
Residential plumbing and electrical fixtures,
fixture fittings, or appliances (including
electrical water heaters) - same Size, same amps
·
Residential fans, humidifiers, air cleaners and
similar mechanical equipment that are not
powered by gas
·
Windows and doors with those of similar capacity
in the same location in one and two family
dwellings, townhouses, apartments and
condominiums

A
2% levy (effective 7/1/2002) is assessed on
the total permit fees.

minimum permit fee for any electrical permit
shall be fifty-one dollars.

the installation of each electrical system in
new construction, the fee shall be determined
from the rated size of service panel (s) in
amperes as follows:

For
the installation of a temporary service or the
reconnection of a mobile home, the fee shall be
fifty-one dollars.
($51.00).
(4)
For
increasing the size of the electrical service to
any building structure or mobile home, the fee
shall be forty-five dollars and ninety cents
($45.90) for service up to and including two
hundred (200) amperes or forty-five dollars
($45.00) plus fifteen dollars ($15.00) for each
fifty (50) amperes or fraction thereof over two
hundred (200) amperes. For relocation of any
existing service without increasing the size,
the fee shall be fifty-one dollars ($51.00). No
additional fee shall be charged for outlets when
the service is increased in size.

For
repairs to an existing electrical system, and/or
for the addition of receptacles, lighting or
other outlets, the fee shall be four-tenths
(0.4) of one percent of the current value of all
service, labor, materials and equipment for
buildings of use group R3 or R4, and forty-four
hundredths (0.44) of one percent of the current
value of all service, labor, materials and
equipment for buildings or structures of all
other use groups.
